Election Campaign Spending Limits for the 21st National Assembly Election Confirmed

The National Election Commission (NEC) of the Republic of Korea confirmed election campaign spending limits for the 21st National Assembly elections. For candidates in elections for constituency members of the National Assembly the average limit has been set at 182 million Korean won ($150,000 USD) and the limit for campaigning for proportional representation members of the National Assembly has been set at 4.88 billion Korean won ($4.1 million USD). 

 

This is a 6 million Korean won ($5,000 USD) and 6.9 million Korean won ($5,800 USD) increase respectively when compared to the averages set during the 20th National Assembly elections. This is due to the consumer price fluctuation rate increase (up from 3.8% to 4.7%) is reflected in the calculation of the election campaign spending limit (this is the consumer price fluctuation rate taken from the last day of the month in which the last National Assembly election was held, in this case April 30, 2016, until the last day of the second month before the month in which the campaign spending limit is published, in this case October 31, 2019) and because an additional 15 million Korean won ($12,600 USD) per Gu/Si/Gun district is added to the limit for constituency member elections in the case the constituency includes two or more Gu/Si/Gun districts inside its boundary (introduced from the 21st National Assembly elections). 

 

The campaign spending limit for candidates for constituency member seats is calculated based on the population and the number of Eup/Myeon/Dong regions in the constituency, and the campaign limit for proportional representation members is calculated by applying the consumer price fluctuation rate to the limit calculated on the basis of the population.

 

The constituency with the highest campaign spending limit is the Miryang City  Uiryeong-gun  Haman-gun  Changnyeong-gun constituency, which has been set at 318 million Korean won ($265,000 USD), while the lowest limit has been set in the Wonmi-gu first constituency in Bucheon City, which has been set at 143 million Korean won ($120,000 USD)

 

However, the NEC plans to revise the campaign spending limit again if the constituencies are changed during boundary delimitation.

 

Election expenses refer to money, goods or debt as well as anything with monetary value that is a cost incurred by a candidate (including perspective candidates, and for proportional representation elections political parties) for the purpose of an election campaign. 

 

If a candidate is elected or receives more than 15 percent of the total valid votes, the full amount of campaign expenses spent legitimately within the campaign spending limit will be reimbursed. If a candidate receives less than 15 percent but more than 10 percent of votes, half of the campaign expenses will be reimbursed. 

 

In the case of campaign expenses used in proportional representation member elections, the entire amount will be reimbursed as long as one of the candidates on the candidate list is elected.

 

However, campaign spending used by preliminary candidates, any spending exceeding the ordinary transaction price without a justifiable reason, and spending either not reported or falsely reported in the final candidate accounting report will not be reimbursed.

 

In order to prevent false claims for the reimbursement of election expenses, including the inflation of campaign expenses, the NEC will require the submission of objective evidence, such as photos that can verify actual use, in addition to documents related to campaign expenses, such as receipts and contracts, and expenses will not be reimbursed if they are not submitted without reason.​
