As in National Assembly elections, constituency members are elected in single-member constituencies by a plurality of votes.
Elections for Si/Do proportional representation council members use a closed list systemin which 10 percent of the seats in each council all allocated in proportion to the votes won by each party in the proportional ballots.
Constituency members are elected in multiple-member constituencies (between two and four members depending on Si/Do ordinances) by a simple pluality of votes.
Gu/Si/Gun council members are elected via a closed list proportional representation system, the same way as the elections for Si/Do council members, in which 10 percent of the total seats are allocated in proportion to the votes won by each party.
Under the majority representation system, when two candidates are tied on the highest number of votes, the elder one is elected. When there is only one candidate, no election will be held and on election day and the candidate will be elected.
