Voting

• Voting Method

  The marking system of voting was introduced and has been used: a voter mark the column of candidate he/she votes for on the ballot where names of candidates are printed in advance.
  
  When it comes to the National Assembly elections and elections for local council members, a voter shall cast 2 ballots for a candidate of local district and a political party respectively.

• Voting Hours

  Elections held according to the expiration of the term of office: from 6 am to 6pm By-elections: from 6am to 8pm

• Management of Ballot Papers
  • Determination of Order Number of Candidates on Ballots

    As of the candidate registration deadline, the order number on ballots shall be marked in numerical order as follows: for political parties that hold seats in the National Assembly, in order of how many seats each party holds; for political parties that do not hold any seat in the National Assembly, in Korean alphabetical order according to the name of each party; for independent candidates, by a random draw at a competent election commission.
    
    Political parties that hold seats in the National Assembly or candidates of political parties as follows shall be given a nationally unified number on ballots: a political party which has 5 or more district representatives of the National Assembly; and a political party that won not less than 3/100 of a total number of nationwide valid votes in the immediately preceding Presidential election, election for proportional representatives of the National Assembly, or election for proportional representatives of local councils.
    
    When it comes to elections for district representatives of Gu/Si/Gun council, the order shall be decided as follows and marked as “1-가(ga), 1-나(na), 1-다(da)”: when a political party recommended 2 or more candidates for one constituency, the order among candidates will be decided by the political party; and if a political party does not decide it, it will be decided by a random draw at a competent election commission.

  • Preparation and Management of Ballot Papers

    All the preparation processes of ballots including printing, delivery, and sending are being fairly managed under participation and attendance of commissioners recommended by political parties.

• Sending Voting Guidance Leaflets

  Election Commissions prepare and send voting guidance leaflets which include information of the registration number on the voters list; date and time of voting; location of a polling station, etc. to each household by 2 days after the confirmation day of the voters list.

• Voting Procedures
  • Start of Voting

    The voting starts at 6 am on sharp, after polling station officers check ballot boxes and in and out of polling booths for defects with the attendance of poll watchers.

  • Process of Voting

    Check up on the voters list (confirmation of identification) => Receiving a ballot paper => Voting at a polling booth => Putting the ballot into a ballot box

  • End of Voting

    6 pm (for by-elections, by 8pm): However, when there are voters waiting in line for voting around the closing time of voting, a polling station will be closed after voters are given a ticket number and cast their ballots.
