NEC Hosts Meeting with Freedom Fighters, A Group of DR Congo Citizens Living in Korea

= Expressed concern regarding the presidential election in DR Congo and the results of the meeting are to be relayed to the Ministry of Foreign Affairs =

Kim Dai-nyeon, the Secretary General of the National Election Commission (NEC) of the Republic of Korea, met with representatives of the Freedom Fighters, a civic group of nationals from the Democratic Republic of Congo (DR Congo) living in Korea, on August 9 at the NEC main office in Gwacheon. Secretary General Kim announced that the results of the meeting regarding the upcoming the DR Congo presidential election held on December 23 will be relayed to the Ministry of Foreign Affairs and other related organizations.

Freedom Fighters are a Congolese activists group based in South Korea and is fighting for the justice, change and progress of the DR Congo. In July, after the decision was made to use the electronic voting machine made by Korean firm Miru Systems for the DR Congo presidential election, they sent a memorandum against the voting machines to the NEC, the Ministry of Justice, the National Assembly, and the Association of World Election Bodies (A-WEB).

Bwelungu Nombi Henry, the President of the Freedom Fighters, said that "If the touch-screen voting system is introduced in this presidential election in the DR Congo in this environment with the unstable political system, deficiencies in electronic voting and counting, poor electric and transport infrastructure, high illiteracy rate and a lack of experience using IT equipment, it will provide a pretext for fraudulent elections.” He also asked “the NEC to advise CENI (Commission Electorale Nationale Indépendante) not to introduce the voting machines produced by a Korean company.” 

In response, Kim Dai-nyeon, the Secretary General of the NEC, said that "I have serious concerns regarding the presidential election in the DR Congo” but announced that "the NEC is limited as it cannot intervene in a private contract between CENI and a Korean company or the presidential election in the DR Congo."

He did at that "however, the NEC conducted a self-audit into the ODA project procurement and implementation process, including the support by A-WEB of equipment made by a specific Korean company, and on March 8 we requested prosecutors conduct an investigation into the A-WEB Secretary General” and announced that “the NEC will pass these concerns raised regarding the presidential elections in the DR Congo, including the results of this meeting to the Ministry of Foreign Affairs and other related organizations.”

Secretary General Kim finished by saying "In addition, I hope this presidential election in the DR Congo will be held in democratically so that the people of DR Congo can enjoy a happy life in the future together with political and social stability."

On April 5, the NEC announced that the NEC had not provided any support or guarantee for the project that intends to introduce touch-screen voting system into the presidential election scheduled for December 2018 in the DR Congo and had informed the CENI and other relevant organizations both at home and abroad.​
