The National Election Commission of the Republic of Korea and the Central Election Commission of the Russian Federation signed an MOU on December 2, 2011 in Moscow. The MOU aims at building a cooperative relationship and promoting exchanges of information, technologies and experiences on the election management field between the both sides.

The Secretary-General (Mr. JONG-WOO LEE) of the NEC and the Chairperson (Mr. VLADIMIR E. CHUROV) of the CEC agreed that they hope the signing of the MOU can serve as a great opportunity to contribute in developing the democracy of the both countries through cooperation such as exchanges of information and experiences in election management.

The activities that the two institutions would possibly carry out under the MOU include:

a.   promotion of exchange of knowledge and experience in the field of organizational and technical development of electoral process, with a view to developing the practice of management and administration;

b.   support in exchanging information, materials, expertise and organizing training of personnel;

c.   facilitating relationships with other electoral authorities and organizations;

d.   production and distribution of materials pertaining to electoral systems, voting technology, voter''''''''''''''''s education and awareness, participation of women, minorities, invalids, enhancing participation in electoral process;

e.   exchange of experience in the sphere of improvement of the national legislation on elections and referenda, as well as of separate institutes of the legislation on elections and referenda;

f.    development and use of modern electronic and information technologies in electoral process, and

g.   any other modality of cooperation as mutually decided by the Sides.
