Observe the presidential election in Venezuela

(Introduce an establishment of the Association of World Election Bodies and urge to join the A-WEB)

 

The National Electoral Council in Venezuela invited the National Election Commission of the Republic of Korea for the International Electoral Accompaniment Program as the Presidential Election schedule was confirmed in April 14, 2013. So, the director of International Election Assistance Division of the NEC, Mr. Lee Myung Haeng and his staff participated in the program.




The delegation of the NEC witnessed that the parties and voters evaluate its electronic voting system as highly efficient, transparent and credible. However, there is a dispute over the result of the presidential election: the presidential candidate, Mr. Henrique Capriles Radonski who lost the election by narrow margin of 1.83% with the president-elect Mr. Nicolas Maduro asked to re-count the ballot and enthusiastic supporters conflicted with the police, causing casualties.

As the president candidate, Capriles, has continuously called for re-count, the National Electoral Council in Venezuela finally approved his request on April 18 that the counting of the remaining 46% of the ballot boxes that were not opened on the Election Day will be reviewed for a month in a method of counting by hand with the public.

The delegation of the NEC let the participants of the International Electoral Accompaniment Program composed of EMBs, press, academia and various organizations across the nations know the process of establishing the A-WEB, key points of the draft of the Charter agreed after the third Working Group Meeting held in Jeju Island, Korea in last March and the fact that the seats for the Secreatriat of the A-WEB will be situated in Songdo, Incheon Korea. Also, the delegation of the NEC got supports and interests from them by encouraging the participation of the 6th GEO conference and Inaugural Assembly of the A-WEB which will be held in October in Songdo, Incheon.

 



 
Especially, a member of an Election Management body in West Africa expressed great interests in founding the A-WEB, saying that it will be a novel role model for many countries in West Africa which concentrate all efforts in taking a solid root of democracy under the long civil war and trials.
