The 2nd Working Group Meeting for Establishment of Association of World Election Bodies (A-WEB)

The 2nd working group meeting for the establishment of the Association of World Election Bodies (A-WEB) was held on September 13, 2012, in Sarajevo with the cooperation of the European Association of Election Officials (ACEEEO). The participants have reached an agreement on the roles, membership, organization, and finances of the A-WEB through in-depth discussions. A total of 14 participants from regional associations and international organizations engaged in a heated discussion on the establishment of the A-WEB: there were 4 regional associations including AAEA, the European Association of Election Officials (ACEEEO), the Southern African Development Community (SADC), and the Inter-American Union of Electoral Organizations (la Unión Internacional de Organismos Electorales : UNIORE); and 4 international organizations including the Center for Diplomacy and Democracy (CDD), the Electoral Institute for Sustainable Democracy in Africa (EISA), the International Institute for Democracy and Electoral Assistance (IIDEA) and the United Nations Development Programme (UNDP).

 

The roles of the A-WEB are sharing election-related information, knowledge and experiences; supporting capacity building of election management bodies; establishing due mechanisms of cooperation with relevant international bodies and associations; and any other roles that the Association may like to take up in future through consensus. In order to share election-related information, knowledge and experiences, the Association will conduct joint and comparative study on electoral institutions; establish necessary databases; identify good electoral practices; prepare a roster of election administrators, experts and resource persons; and collate material for dissemination among member countries. In order to support capacity-building of election management bodies, it will support the improvement of election-related laws and procedures; provide or arrange education and training for election-related officials and other stake holders; support free and fair elections through election observation programs as per request/invitation; and support election material and equipment such as electronic voting machine and computers.

 

When it comes to the membership, election management bodies and election bodies in charge of elections at the national level of all countries can join the A-WEB as regular members; regional associations of election management bodies as associate members; and international organizations related to elections as observers.

 

The Association will consist of the General Assembly, Executive Board, and Secretariat. The General Assembly will decide the members of the Executive Board and the place for the Secretariat. Add to that, the participants agreed that the National Election Commission of the Republic of Korea will provide secretarial functions till the General Assembly meets and decides about the Secretariat. The finances of the A-WEB will be comprised of membership fees, contributions, donations and others.

 

As the Working Group members have reached an agreement on the vision and missions of the A-WEB at the 1st WG Meeting last may; and the roles, membership, organization, and finances at the 2nd WG Meeting in September, they produced the outcome to build the framework for the A-WEB. In particular, as the role as supporting capacity-building of election management bodies has been added as well as sharing election-related information, knowledge and experiences, the Association will be able to provide practical support for election development in emerging democracies. Therefore, the A-WEB has laid the foundation for strengthening election democracy in the world, as it will play a role not only in sharing the information, but also in supporting the development of democracy in emerging democracies.   

 

The Association of the World Election Bodies has a plan to hold an inaugural assembly in October, 2013, in Seoul, as the largest organization in the election field with the attendance of election bodies in the world and election-related international organizations.
