NEC Decides to Additionally Suspend Overseas Voting at 41 Diplomatic Missions, Including in the USA

The National Election Commission (NEC) of the Republic of Korea announced it has decided to suspend overseas elections-related operations at 41 overseas missions in 25 countries, including at the Embassy of the Republic of Korea in the USA, by April 6, 2020 in addition to the announcement of the decision regarding the suspension of the overseas election administration for the 21st National Assembly elections on Mar. 26. 

 

By doing so, the overseas voting for the 21st National Assembly elections has suspended at 65 diplomatic missions in 40 countries worldwide including the consulate-general in Wuhan, China in which there are a total of 80,500 out of 171,959 overseas voters (46.8%).  

 

When the NEC decided to suspend the overseas election operation on Mar. 26, it excluded certain areas where overseas elections can possibly be held to a limited extent by rescheduling the overseas voting period despite the spread of COVID-19 in order to guarantee the right to vote of overseas Koreans. 

 

However, the NEC reached to a decision to additionally suspend overseas election operations after in-depth discussion with the Ministry of Foreign Affairs of the Republic of Korea and diplomatic missions about the countries in which the competent states had officially expressed concerns about holding overseas voting amid the rapid spread of COVID-19, including the U.S. and Canada or there is difficulty in conducting overseas elections due to the safety issue of overseas Korean as states had tightened restriction measures. 

 

Meanwhile the NEC promised to make the utmost efforts to disinfect overseas polling stations as for the countries where overseas election administration has not suspended so overseas voting will be held between Apr. 1 and Apr. 6 as scheduled and asked overseas Koreans to keep personal hygiene in safe including wearing a mask when visiting an overseas polling station. 

 

Also, the NEC plans to decide additional suspension of overseas voting during the overseas voting period in the case there is a country which strengthens further restriction measures or it is deemed not possible to proceed with overseas voting due to the COVID-19 pandemic.
