NEC Pays 115 Million Won as a Reward to Persons Who Reported Election Crimes

The NEC also said it decided to pay a total of  115 million won ($95,000 USD) in reward to those who reported or provided tip-off in these cases and said that those who receive bribes may be fined up to 50 times the value of the what they received =​ 

 

The National Election Commission (NEC) of the Republic of Korea announced that, in relation to the 21st National Assembly elections, it has filed a complaint with the prosecution against a preliminary candidate who is suspected of having exempted medical fees for patients in return for filling out applications to join the candidate’s party, and a person suspected of providing transportation for a potential candidate. 

 

In addition, the NEC decided to pay a total of 115 million won ($95,000 USD) in reward to those who reported or provided tip offs regarding these offenses. 

 

Complaints of preliminary candidates on charges of providing exemption from medical fees and meals to voters in relevant constituencies

 

North Gyeongsang Election Commission filed a complaint with the Daegu District Prosecutors’ Office on January 17 against a preliminary candidate regarding election campaigning that included:

 

‣ A number of patients being exempted from medical expenses in exchange for filling out application forms to join the candidate’s party and asking their nurse to distribute their business cards to visiting patients to appeal for support from July to December 2019.

 

‣ Allegations of the use of existing organizations or facilities to campaign by sending election campaign text messages as well as keeping and distributing business cards in hospitals.

  

‣ Providing meals worth 260,000 won ($220 USD) to voters five times from December 2019.

 

Complaints against third parties for violations involving donations, including providing transportation for potential candidate

 

‣ The North Jeolla Election Commission filed a complaint with the Jeonju District Prosecutors’ Office on January 20, accusing the former president of the student council of a university of renting a bus and taking more than 70 students to a political party event during November 2019, and asking around 200 students, including student council officials, to fill out membership applications of a political party.

 

Article 113 of the Public Official Elections Act (Restrictions on Contribution by Candidates, etc.) states that candidates (including those who wish to become candidates) cannot make donations to persons, institutions, organizations or facilities in their constituencies, and Article 115 of the same Act (Restriction on Contribution by Third Persons) states that third parties may not make any contributions related to the election for candidates (including those who wish to become candidates).

 

The NEC also said it decided to pay a total of 115 million won ($95,000 USD) in reward to those who reported or provided tip-offs in these cases in relation to the 21st National Assembly elections considering the seriousness of the offenses. In addition the NEC noted that those who receive bribes may be fined up to 50 times the value of what they received depending on the outcome of the investigation.

 

Furthermore, the NEC said that in preparation for a possible increase in violations, the NEC will conduct an intensive crackdown activities including dispatching more than 3,000 watchdogs across the country and urged people to report any violations immediately to the any of the Gu/Si/Gun election commissions around the country or by calling 1390.
